High Life Drug Cooking Speed

Description
Simple patch that makes the High Life precept now also increase drug cooking speed, not just drug synthesis speed.
Now your colonists can not only make yayo faster, but also make smokeleaf and beer faster too!
The drug cooking speed stat scales off of cooking instead of intellectual skill and affects smokeleaf, beer, and psychite tea production.
