Laaxus Revision of AI Fix

Description
LRoAI has a pretty big issue with the AI imploding their militaries to afford more construction. If you have this problem try using this fix.

Working v1.6.2

Requires the original mod

Let me know if there are any issues, I can't promise I'll fix them I'm not proficient in modding

The major bug I've detected, even with this fix, is Austria... All GP mantanins their army and navy in good numbers, but Austria disband all their army and navy, and keeps only 50 conscript batalions.

The problem is that Laaxus designed budgeting in a way that military expenses come last after everything else including construction, so there are cases where all the other expenses are too high already and thus military gets no money.

Dominion and Puppet cut their Army almost to 0, and some other random GP cut their army significantly
