udk Cheat: Scrollable 36 Idea Slots for Everyone

Description
This mod makes it possible have 36 idea Slots for ALL governments and make it scroll-able in both Overview and Diplomacy tabs.
This is a Cheat Mod. Albeit, to make it more fair, one that gives cheat to AI as well.

This is an updated and modified version of More Idea Slots for 2.0.*(Marius). https://steamhost.cn/steamcommunity_com/workshop/filedetails/?id=1811951687
Unlike that version, mod isn't balanced at all. (This is a Cheat Mod.)

Compatibility:

This Mod is for Imperator: Rome 2.0.4, however it would work for all 2.0 versions as long as modified things doesn't get changed with future updates.

Overwrited Files:

common\governments\00_default.txt #increased every governments Idea Slots to 36
gui\diplomatic_view.gui #added Scroll able widget, increase viewable slots to 36
gui\overview_view.gui #added Scroll-able widget, increase viewable slots to 36
