Description
Grants control over the tech level of factions that will visit you (whether via raid or other event).

Changes From Original:
- Added Option to restrict [RH] V.O.I.D events to be Ultratech rather than always available regardless of tech level

Seems like the 1.5 version sorta works in 1.6? I can't spawn higher tier factions with dev command (my research is low) but also I can't open Ignorance is Bliss options at all so we'll never know.

Conflict may be with the tribals enhanced also as that is the storyteller.

Weird bug unfortunately nothing whatsoever in the logs, I am playing with the Samuel streamers modlist for generations 2 minus a few mods even to add the empire back. If I get raided by a faction that I am not supposed to get attacked by (empire specifically), the game pushes my tech up by giving me like 10 random technologies and I get raided by 10 factions simultaneously. Nothing whatsoever in the logs.

No this was a rewrite of the original with a few more patches + fixes in it that was updated earlier (Same with my other Arcane tech)
