Liberia (William Tubman)

Adds the Republic of Liberia, the 1st recognized independent country of Africa. It is lead by William Tubman, who led Liberia during World War II and the Cold War. Tubman was focused on foreign policy with other nations, allowing to help build up Liberia's missing economy and infrastructure with help from nations like the United States.

Declarations of Friendship:
-Gold, Production, Culture, Faith (Rank 1)
-Worker, Cargo Ship, Golden Age, Settler (Rank 2)
-Great People, Golden Age, Social Policy (Rank 3)

Denunciations:
-All cities +1 pop, 5 turn Food Penalty (Rank 1)
-Gain Settler, lose half capital population (Rank 1)
-Gain trade units, lose all gold (Rank 1)
-Rush production in all cities, 10 turn production penalty (Rank 2)
-All cities get next plot for free, go into short resistance (Rank 2)
-All foreign units in friendly territory swap sides, force denounce from every civ you stole from (Rank 2)
-Double units (if adjacent plot is nearby), forced war (Rank 3)
-All units get +25% combat strength, lose half of health (or die if low enough) (Rank 3)
-Double strategic resources, delete all workers (Rank 3)
