It’s true that the advanced cooler doesn’t display the “empty” symbol, however pawns should be refilling it if the cooler and water are accessible, at least in my games they are.
But
My regular passive coolers, when empty, will display a giant "No fuel" symbol (Chemfuel with cross across it) and, pawns will automatically refill it
The advanced passive coolers, however, do not display the "No fuel" symbol that the smaller base-game ones do, and, are only ever refilled by pawns if I manually order a pawn to refill it
This means not only do I have to manually order them to refill it, there's also no notification that I should refill it. The biggest clue-in is the fact that my stockpile of meat is all suddenly rotting away a full day and a half before it was originally going to
