@Ѵнїтмїяє correct it is a billy club, but it is no longer in use by the police. It has been replaced by a telescopic metal stand-in of similar length, looks far less intimidating though than a billy club, even the rubber/plastic club that was the go-between for years.

It's not a bat, it's called a billy club and it's still used by the british police.
