Simple fuse box

Description
Adds a simple fuse box that will handle any surges in the connected power grid.

Please note that this is my first time doing something like this so it might not work as expected, report any issues in the comments and i will try to fix them. I more features are expected to be added in the future.

Update 18/04/2024
- The fusebox will now be needed to switched back on before mitigating another surge, it should also not work when broken down

Short circuit never occur until i build the first fusebox.

Short circuits do not affect hidden conduits, meaning zzztts can be avoided entirely by simply having all applicable buildings under roofs and having a network made entirely of hidden conduits.

with respect, cant u just disable the incident before starting a game? thats what i do, then i save the scenario so if i want naked brutality, i select my presaved version with the short circuit scenario disabled
