I've tried to follow EU's historical evolution, although I merged some expansions into just one decision: that's why Britain has no part in the formation of EU: it wasn't among the founders. However, if you control Britain and then you conquer the proper region, you still be able to create the EU... With this mechanic, you could technically formate the EU even as Mongolia
