Ben it has an option within the Sandbox options that if you let unmarked the zombie has a possibility of spawning stuck, I let the window position through it, so still possible.
The second one I'm sure it isn't, PZ doesn't have any mechanic with the Inside car for example. So this would not be allowed or it will be truly OP letting the person enter and then killing you by entering in the car or something like that (You would not have any chance of defence)

I have other mods on my server that alter zombie behavior, so I disabled them as well.
I also checked your code, and it seems valid. I tried different load orders, and finally just ran it alongside some basic QoL UI Mods which don't affect anything with zombies, and it still did not spawn any zombies.
Couldn't see any errors thrown in the console, or server debug logs either.
Everything fires in the function up to breaking the glass, and then no zombie spawns, either standing or crawling.
I have tried in Single Player, as well as Multiplayer Hosted/Dedicated.
I can walk up to a window and the glass will break, which is awesome and startling.
But that is all that happens. No zombies, standing, or crawling.
