[DRC] Overshield - Halo: Combat Evolved

Description
Fully-functional overshield pickup for use with Draconic Base, as seen in Halo: Combat Evolved. Buffs shield to 300% when used.

I made this after seeing someone in the Sandbox Shields comments asking how to actually use this mechanic.

Requires Draconic Base and Sandbox Shields.
