Leaker variant replaces Boomer

A script to replace the Boomer with the cut special infected: The Leaker.

How the Leaker works
- The Leaker has 400 health and moves slightly faster than the survivors
- It will run towards the survivors, and then attempt to explode when its gets close
- The Leaker can't move whilst it attempts to explode, though it can be shoved. It must arm for roughly 2 seconds before exploding.
- The explosion deals heavy damage to all nearby survivors, and leaves a small patch of fire on the ground.

Basically, it trades the utility of the Boomer for raw damage and increased survivability.

How it works: a few cvar changes to increase the boomers health and movement speed, then a change to make boomers use Leaker mechanics instead of their usual vomiting mechanics.
