Teaser trailer inspired Charger

Reworks the Charger into a version inspired by the teaser trailer: a tougher melee brawler who uses its charge mechanic for mobility rather than dealing damage.

This version of the charger has increased health and a faster charge cooldown. The impact shockwave from its charge is also larger. It can also still grab and carry survivors as it charges, but it will stumble at the end of its charge if a survivor is grabbed. In addition, the charger is slightly slower as it's charging, and needs a running start before it can pick up survivors.

How it works: mainly cvar changes to edit the stats of the charger, as well as a script to cause the charger to stumble at the end of its charge.
