Default Cargo Containers Arid Update Fix

This is the standalone script fix for the Default Containers Arid Update addon (https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=3037158068).
The mod is not made by me, I only fixed the script and some placements.

Disable any Defauld Cargo Container addons (vanilla or workshop) while using it.

Fixed:
- Cargo not registering delivery
- Cargo toolip not showing expiration time
- Cargo spawning on top of another cargo (resulting in cargo damage)
- Cargo spawning on rails in some locations
