Someone help me, this man is insane.

I'm a gamer. Instead of of using Intellect (Which I sorely lack), I repeatedly throw myself at wall, or in this case, the water, and use bridge at the highest level to simply bunny hop and airstrafe over to the platform. Or just, y'know, jump on the protruding window which is conveniently located halfway between the portal location and the exit.
