Explanation of Prison Policy and Build:
This is a Min Sec parole farm, where Min Secs are stuffed into the giant Dormitory in the centre and refined through programs until they can pass parole for $3000 per head. There are 14 parole rooms which run 6 parole sessions each 24/7, for 84 possible sessions a day.

This prison makes up to $144K per day in parole rewards alone, but this is not recorded in daily cashflow. It does seem to be recorded in the Profit graph under Graphs. 5 in-game days = 1 sentence year. The daily payout for a Min Sec prisoner is $100, so $3000 / 100 = 30 in-game days = 6 sentence years. The median Min Sec sentence is 7.2 years, so Min Sec prisoners up for parole usually will not have 6 or more years left, so the parole reward is worth it.

Incoming prisoners are divided into Min Sec and "Supermax" so that eating times and shop times are staggered.

The prison is deliberately low-tech (no door control system, CCTVs, or wiretaps), and while there is a Security room, there are no Solitary cells, so there is no way to recruit confidential informants. There is no Reception.

Digging is semi-controlled with nightly searches and random searches. Guards have been promoted as much as possible (Free for Life feature) to make them better at subduing mass escapes. There are four armed guards and two snipers, so free fire is an option.
