Frontloaded skill points

Description
I prefer to get a batch of skill points every now and then rather than a constant trickle of one point.

4 skill points are awarded at levels 2 and 6, and 5 points every 5 levels from level 10. No skill points are awarded in between.

The total number of skill points is the same as vanilla, just a bit more upfront and less tedious.

Does this effect the computer/AI lords as well? (would be great if it did, so their new recruited lords getting level 2 has more skillpoints, cause when I've killed their old generic lords their new generic lords have no chance, compared to my leveled up lords)
