Dubs Bad Hygiene SOS2 Patch (OBSOLETE)

Description
The removal of the passive cooler in the latest version of SOS2 has broken Dubs Bad Hygiene integration. This is a dummy ShipInside_PassiveCooler def that allows it to work again and can be used until Dubwise fixes the code in DBH.

The SOS2 team has fixed compatibility with DBH on their end in their May 25th update.
