Increases fleet limit by 200% (but it's actually more because of paradox math). Event applies via MTTH so it may take a year or two for your empire to get it. AI gets it too.

Does NOT affect naval capacity, so you can still go too high and bankrupt yourself.
Also does not increase maximum fleet size definition, a different mod like Giga's or NSC is needed for that.
