Description
This adds a sound that plays whenever someone sends a chat message, useful if you really tunnel vision hard during gameplay and your team has no mics.

Funnily enough, DOI has no chatsound by default, it's apparently missing and labeled as FIX MISSING.

The sound is from Quake 3 Arena.
