Confederation of the Whole Rhine

Description
This mod does two things
1. Allow you to continue expanding the Confederation of the Rhine once there are no German powers left.
2. Allow players to form the Confederation with their Personal Union partners (this also allows Britain to bypass the Hanoverian Succession by making William of Hanover a Kaiser.)

I'm actually not sure if it even works on the current version, let alone half way through a save game, I'd recommend trying it out and reporting back if there is an issue

does the mod work when istalled during the game when all german powers (Prussia and Austria) are not great anymore and CoTR exists and cannot be expanded further? Or does it have to be a new game?
