HL1 VOX IMPROVED

Description
it's HL1 VOX ANNOUNCER but improved

changes:
  • the broken voxlist command now works and uses gmod ui instead of some txt file stored on dropbox
  • flags (!delay=<delay>) now uses the -- prefix instead of !
  • added autocomplete when using the console command
  • if a voiceline doesn't exist, you will be notified in the chat
