Makes the Intelligentsia Constitutionalist in countries where the Intelligentsia was not historically and consistently working to institute a republic in place of the monarchy.
The Intelligentsia might still turn against the monarchy, if their leader has the right ideology for it, though!

Affects these countries:
* Ottoman Empire
* Korea
* Sweden
* Denmark
* Norway

(Great Britain and Japan not included, since the Intelligentsia of those countries are already Constitutionalist as of 1.7)
