Reworked Spitter

Reworks the Spitter, adding the following changes

- Greatly increased health
- Decreased movement speed
- Will try to get closer to the survivors before spitting, but will spit much sooner once she gets within this closer range
- Lower spit projectile velocity
- Spit recharges almost instantly (about 1 second, any faster and it breaks her)

In summary, this version of the Spitter is slightly harder to kill, can quickly cover a large area in spit, but has a harder time positioning herself and a much lower effective range.
