I found this on gamebanana https://gamebanana.com/mods/327870
This is A particle effect I found while I was searching around the Halflife 2 directory folders, it makes streams of blood spurt out of an enemy's body after being shot. It is VERY satisfying to see your victims' blood gushing from their neck after a well-placed headshot.
