Restore Early Water Bolt

Description
This is a simple IL edit that allows Water Bolt to generate on dungeon shelves regardless of elevation. Enjoy your 1/50 chance per shelf for the funny spell pre-boss.

wdym dont work? It's not guaranteed to appear. Every book has a 1/50 chance to be waterbolt, so it could very well not appear on the surface anyway.
