Skaven Under Empire Cooldown -2 Turn Cooldown for Legendary Lords

Description
Takes 2 turns off of Skaven Underempire cooldown for legendary lords

The bonus is applied on a per faction basis. Minor or modded Skaven Factions will not have this bonus.

Warning: Any additional modding that puts the cooldown BELOW ZERO will result in a glitch that permanently prevents the cooldown from every going away.

can you make it so that the cooldown not just for legendary lords but also the hero warlock enginer?
