Public Healthcare

Description
Have you ever wondered why hospices and monasteries only apply resistances to where they've been built? No? oh...okay...well, anyways. This mod makes it so all these modifiers are for the county rather than the province. You're welcome.

Every value is kept as the default for all levels of buildings.

I normally don't like asking for updates, but just in case you didn't realize it, this mod currently prevents Catholic theocracies from building the newly added breweries. So... Update?

@DEW-ME Why would you need a mod to do what is already in vanilla with game rules?

@finallyciv if plague resistance is tied to how often plagues may appear, then yes. Its perfectly possible that there are so many points of resistance, they can't appear. If thats the case, i have another mod, which does the same thing this one does (and some more), but the values are lower, to offset the fact that it gives the bonus to the county

@HooptyDootpty69 Do you think it's possible that your code could effect the occurrence of plagues?
