Average Fuel % + Fuel Rods Counter!

Uses edge detector on reactor fuel_out of (heat - 0.10 delay heat) clamp [-1,1] so that it outputs 1 whenever heat increases, -1 whenever heat decreases and 0 on no changes to DMX's move_output to store the counter. Order is important, craft/create the subtract component before the delay component. This 3C +2C version will work with modded rods as well without any tweaking but it may not be 100% reliable where you can use the more accurate version instead. If counter value happens to desync, you can reset it by adjusting DMX's selected connection value or by putting 4 rods in the reactor then taking them all out to reset to 0.
