That seems to be a deeper issue with the game's autoturret AI, It only likes shooting when it can guarantee a hit. I could probably tune it to be better but I consider it a good tradeoff for 24/7 crewless over watch
I already did it on a tier 3, the Wootten
The supercap in the cockpit is an "emergency discharge" dump capacitor, that's why it's labelled that and is cosmetically different. It discharges the guns capacitors to keep them from firing.
The Thalamus also doesn't seem to shoot targets as often as is needed, only firing quick potshots without sustained fire.
