Japan Stronger Market Opening Redux

In addition to the vanilla modifier that is applied when the Japanese Shogunate is forced to open their market, the Shogunate IG also receives a decaying -50% multiplicative penalty to its Political Strength for 15 years, which was roughly the time between the Convention of Kanegawa and the Boshin War.
