[2024.1] Officer Roles Management QOL

Description
Quality of Life improvements for Managing Officer Roles:
Saving a Preset with an existing name overwrites the preset rather than duplicating it.
Delete Preset option for user made Presets.

Technically it works, but the game was it's own preset deleting now. So the mod isn't really needed and needs a rethink

Does this still work? 2025.1 and I see no other roles besides default ones... don't know if it's conflicting with other mods but I'm doubtful
