Uploading to the workshop requires using third party software, considering lukasz never added the support for the workshop, the game does not use the API steam has available, all you need to do is either manually use the ISteamUGC API(from what i remember its something like this "SteamAPICall_t CreateItem")
or use some random already existing piece of software that allows you to universally interact with workshops of any game.
