rotating skull (Replaces Skull Giantbook)

Description
Replaces the ugly skull giantbook sprite with that one rotating skull gif

Inspired by fly_6's The Skeleton Appears mod

Includes Mod Config Menu options to enable Bad to the Bone riff when:

- XIII - Death is used
- Champion enemies are killed
- Isaac activates the Necromicon or loses a Black Heart (Includes items such as Dry Baby which inherently activate the Necromicon)
- Isaac hallucinates (Delirium backdrop change and static)

when the death effect plays it just shows the sprite sheet and not the actual sprite rotating

So is the mod config menu separate from the game itself? Because I can't find the options where I can change when the riff plays.
