Better background Trait points

Starting Faction leaders for main factions now have 12 total attribute points spread out instead of a range of 3-12. The extra points were placed into the traits they were already focused in.

Generic generals now have a 8 points in one instead of 3, a 2 4 2 instead of 1 1 1 and a 5 3 instead of 2 1.

This is save game compatible however you likely wont get points refunded in skills that exceed the limit after enabling so I'd recommend a new game.
