RP Astronaut Modifications

Edits all playable characters at runtime to make oxygen and hydrogen less annoying for role-playing and tweaks energy usage in extreme conditions to 1x. Also adds /sethealth and /setglobalhealth commands usable by admins that can set the health of a player or all players. (Increased health is not shown on HUD but still applied.) Unfortunately energy capacity is hard coded so I am unable to change that.

• Increases hydrogen capacity of all astronauts by 20x
  
• Increases oxygen capacity of all astronauts by 40x
  
• Reduces the energy usage in extreme temperatures to 1x
