Summers Engine Repairs

A new done from scratch mod based around the same edits that Cucsijuan's medium and easy engine repair mod does.
This mod will repair the engine by 2% per skill level, per part used.
Repair formula is 2 * (args.skillLevel + 3), meaning at level 5 you will repair 6% per 1 part, and at 10 level you will repair 16~ (capped to 25), taking on average 16 and 6 parts to repair from 0% to 100% respectively.

This mod has been tested in singleplayer and on dedicated multiplayer servers only.
