Diplomacy : Reduced Trade Region Penalties

Description
This mod makes it easier to trade regions by reducing most penalties. The AI will be more willing to trade a settlement for another of the same value.

You can activate/deactivate the mod at anytime during a campaign.

@Septus, It's probably hardcoded like in other Total War games so there is no "easy" way to enable it.

great mod. I haven't dug into the files yet, but do you know if there would be any easy way to enable trading of any regions and not just bordering ones?

Thanks, always found it ridiculous even with trade penalties set to low, it was like -200 to -300 every time.
