Do you have LBPR and/or TotAdmin installed? You need either a larger rotational degree for placeables in LBPR or you use the move tool of TotAdmin, which gives even more degrees of freedom.
Sorry, not on the list. It would need some extensive additional work.
I'm not sure whether snapping would be possible. Placeables (which don't snap by default) and building pieces (which snap by default) are handled in quite different ways. Things like doors and siege engines are placeables that snap into position, but with very limited options for snapping. I don't think you can have both in a single entity and keep any degree of freedom close to standard placeables.
