Anbennar Developed Roosts

A very small mod for Anbennar that makes Harpy Roosts give *massive* dev cost reduction, in exchange for less trade power.

I always liked the idea of Harpy societies being centralized on singular, defensive mountain homes, in a rather odd 'Dwarves of the Sky' type manner... At the same time, how are you getting trade caravans up steep mountain cliffsides!?

Developed Roosts changes both these behaviors, making it easier to get massively developed roosts. Since Roosts require plenty of provinces to build anyways, this means that large Harpy nations can play far 'taller' making them *very* good nations for Scaling. Keep in mind that this isn't exactly 'balanced;' it's made for fun.

This is a testbed for, hopefully, things to come...
