Scaling Infamy Decay

Description
This mod aims to make the game more interesting by increasing the rate of infamy decay at higher infamy levels by a bit. It also gives a slight reduction to infamy generated.

So why do this? In vanilla, there's many diplomatic penalties that get applied to nations with high infamy. First, there's the relations hit, which makes other countries more likely to oppose the infamous country in various ways. On top of this, there's additional modifiers that make other countries more likely to reject diplomatic proposals, oppose the infamous country in diplomatic plays, and declare them as a rival. Combined, these penalties are quite steep, and these just come before the "Pariah" status when other nations get the "cut down to size" wargoal. There's currently no upsides to high infamy beyond frontloading conquests, as the decay rate is the only thing that really matters in the long run, assuming you don't plan on going hog-wild and ignoring infamy altogether. As such, the current meta is to stay under 25 infamy for the entire game, or to go crazy if you're strong enough and not care as it goes to 1000.

This mod therefore gives more incentive to hit the middle infamy levels using a system similar to Imperator Rome. If you're able to withstand the penalties, then you're rewarded with a higher infamy decay rate. If you've managed your diplomacy well and are a regional power, you can think of creeping up the Infamous level. If you're a great power that's able to beat other great powers if they challenge you, but you don't want to declare war on the entire world yet, you can go up the Notorious level. If all the other powers are distracted by major wars, you can dip into the Pariah level for large bonuses with the intention of decaying back down below 100 before they can cut you down to size.

The levels are:

Reputable:
No changes

Infamous (25-49):
+25% infamy decay increase
-10% infamy generated

Notorious (50-99):
+65% infamy decay increase
-25% infamy generated

Pariah (100+):
+100% (doubled) infamy decay increase
-40% infamy generated

This mod should be compatible with other infamy-reduction mods as long as they don't change the static_modifiers infamy entries. Simply Less Infamy and Infamy Halved change the defines file so they should be fine. I believe Infamy Bank should be compatible as well.
