Quickbuild Standalone

Description
Adds a quickbuild menu so you don't have to click every building for every state manually.

Update 24/09/02: Added Option to auto-queue powerplants and improved auto-queue for railways and government administration. If you use it in a running game, simply hit the "recalc" option.

Update 24/09/04:
- Fixed a bug that would immediately delete any queued power plants.
- Fixed a bug in the calculation formula for power plants.

Update 25/05/11:
- Version bump to 1.8
- Fixed a bunch of typos that made some options do nothing
- Added Decision to open the menu (so the mod actually becomes usable) (Sorry about that!)

Is it possible to add a university option for the capital city?

1. The buildings will be queued up striped across all states rather than one state at a time, which reduces shortages faster.
2. Admin buildings will also be queued up to fix bureacracy deficit rather than just taxation.
3. Railways check for both infrastructure and transportation deficit
4. (Currently broken - Will fix soon) Queueing ports to fix convoy deficit
