Description
Merges changes to reverse engineering minor artifacts from Guilli's Planetary Modifiers and Empires Expanded's archeology-related civic.
Cooldown is set to 720 days from EMEX.

In addition, the selling of artifacts will yield double when you have the appropriate civic from EMEX. Cooldown for selling is set to 180 days from EMEX but the amount is from GPM.

Sounds reasonable. I've doubled the yield when you have the appropriate civic.

This is great! Thanks for this. Would it also be necessary to include a fix for the conflict in "common/artifact actions/artifact_sell_collector"?
