Description
Increases the max tier of sector when a new galaxy is generated.

- Sets max tier to 20 (vanilla is 18).

I think I fixed the crash you guys mentioned with this last update

@drainbuster06 @Zavindur2 if you remove all mods except Tougher Galaxy do you get the same crash when entering a 18-20 lvl galaxy?

I am having the same issue as @zavindur2 and ideas on how to get over this?

this mod, i have multiple mods that adjust difficulty settings so it may be when it's mixed with other mods, causes a crash when going into a 18-20 level galaxy; error is something about a wheel being empty.
