Refuel Turned-Off Generators, updated for Frosty DLC.

What changed?
- Updated with newer ONI game binaries.
- Added Hydrogen generator, the generator will now accept Hydrogen even if it is disconnected from the power grid or turned off by automatic, this will make resuming it faster

Tested with build: [Game Hotfix] - 626616 (2024-08-15)

It works at least for normal dups (I just tested both coal and hydrogen generator patch). I do not have the Bionic DLC to test Bionics dups (I'm not really interested in purchasing it), so I cannot test, but if someone were to gift the DLC to me, I'd enable it just to try and fix this mod.

But sure, it will be a hell of a time for time.
