Description
Idle Workforce is a bit of a peculiar feature in the base game. It pushes you to upgrade your provinces to full by spending it as fast as possible, because if you don't you will get hit by a Happiness malus that is unavoidable. However, it is also unavoidable that there will come a time that your province is maxxed out and you can't construct any more buildings, leaving you with a -6 Happiness malus permanently. This hits particularly hard to factions that don't have a 'Happiness' God selected, like Thrace, so your only source of Happiness is the Happiness building and garrisoned generals, which is often not enough.

In this mod, I'm reimagining the workforce mechanic by changing its effect bundle. The Bronze Age is a time of migration, where multiple cultures ended up mixing and living together (sometimes by force). Having a high Idle Workforce now assumes your province is bustling with activity and migrants or refugees that produce cheap labour. A high Idle Workforce is now generally BENEFICIAL to your province, boosting your resource output, replenishment and recruitment slots. This makes buildings that buff growth more desirable. However, a high Idle Workforce also introduces a negative Influence number to your province, simulating the foreign culture that your cheap labourers represent. Happiness also plays a factor like in the base game, but much smaller.

Having a low Idle Workforce now simulates a worker shortage, giving you production maluses instead, but buffs your Influence and Happiness as your population is more homogenous and rejoices at your efforts to improve the city.

My goal with this mod is to add an additional layer of depth to the game, offering you the dilemma between spending your Idle Workforce to construct new facilities but taking a production hit for a time as your workers are now spread thin, or keeping your Idle Workforce as high as possible to maximize production from cheap labour in the buildings you already have. Ultimately, this is a player buff towards the end of the game when your provinces are maxxed out, however I think the Influence malus that is introduced represents the struggles of keeping a multicultural empire in line more accurately.

Max idle workforce in vanilla is something like "+2 recruitment slots and -6 happiness".
With this mod it's "+2 recruitment slots, +8% replenishment, +25% resources, -4 influnece, and -2 happiness".

Excellent idea, I can't believe the Devs didn't have a way to mitigate the malus once a region is maxed out.

I think this is good rework - felt this mechanic was a little barebones.
