Replaces the VOX system in Chirality with the Announcer from Portal 2, with the help of AI text-to-speech.

I do have plans to update this addon with better voiceline timing, following the original rhythm of the Arbeit VOX.

The timing isn't quite on par with the voice in Portal 2, but the voice itself sounds pretty good.
