Description
This mod adds 3 civics. 1 each for the Oligarchy, Dictatorial and Imperial government types. These civics function similar to Democracy's "Parliamentary Systems", spawning factions early, providing additional thematic effects and a unique councilor position for each civic, also with thematic effects.
