Are you referencing when your skipper is on the periscope and has a helper attached to them? If that's your question, I do not know of a way to prevent that from happening.
I usually have a separate watch officer with helpers attached, which then allows me to then operate as the skipper independently.
I tried to check in Crew.xlsx, but all sailor-related actions seems affect only sailors on duty, and not the helpers.

when the skipper is completely exhausted, neither he nor anyone else can use the periscope... what to do in this case? An exception is needed.
Tequilla- This also pairs nicely with the "Keep your periscope wet" mod. Since the AI wont be trying to get you killed by raising the scope un-necessarily.
