My small changes:
only update monthly
max reduction capped at 80%

If the original creator update his/her mod i will delete this.

@Zen1kk I use this in my own games. Uncapped felt way too strong so i nerfed it. I don't plan to uncap it.

Yea but it doesn't seem to update at all besides the one on Jan 2nd 1836. I tried playing Austria, released Hungary + Croatia after the first update and waited over a year but the cost was still 38 per decree.

If you read the describtion you know it is only update monthly.

It doesn't seem to check for updates to state count. Only time the cost updates is Jan 2nd 1836
